When a government needs to inspect code, it needs to be open source.  Microsoft will reveal some of their dirty little secrets for a price, but you won't see all of them.  The Bangladesh Bank was hacked and suffered a loss of $86 million dollars!  Had the software they used been opensource, then perhaps the security breech may not have happened as they flaws would have been inspected and repaired.
